Tony Thurgood, operating as Empecon Ltd., a privately owned company, is a professional engineer with an extensive practical engineering services installation background providing support services direct to Clients, to Project Managers and to Main Contractors in the Building, Construction and Civil Engineering Industries.

Services Offered

The support services mentioned above can include any combination of the following:-

Surveying and Condition Reporting:to investigate the extent and condition of all existing plant and services within a proposed refurb / up-grade project site prior to establishing and confirming the final client brief for any proposed works, including preliminary budget costings;
Help with Final Brief Development:to ensure that the project, when complete, comes somewhere near to that which the client originally, actually wished to see;
Systems Design:carry out directly, or supervise others carrying out, the design of the actual systems that make up each element of the M, E & Plant Engineering Services to satisfactorily meet the final client brief requirement for the project.
Buildability Assessment:to be satisfied that all measures and decisions taken by The Project Design Team during the design stage of the project, will ensure that the works can actually be constructed. This element would include for future systems maintainability and the access required to safely and efficiently accomplishing it (CDM);
On-site Multi-service Co-ordination:to ensure that sensible programmability of the many various construction elements does not, as so often occurs, ignore the full needs of the M&E components, including testing and commissioning. To ensure that all relevant works by others, such as trenches, major openings, access, etc., are all in place at the correct time and have been correctly carried out;
Installation Supervision and Inspection:to ensure that installation quality and specified material compliance are maintained by the individual services sub-contractors / specialists;
On- & Off-site Test Witnessing:to provide independent witnessing of all of the required testing, being carried out by others, of the various systems and components that make up the whole of the systems required under the brief;
Working / Installation Drawing Development:Where required, detailed working drawings of specific areas of the project works can be developed and provided for the Project Design Team to validate and construct to;
O&M Manual Production together with 
"As-installed" Drawings and Schedules:
This service is provided to all and is better served when commenced at the very beginning of any project and maintained by one person throughout the works sequence. This approach should also enable the Manuals to be available at the correct time within the project sequence and for the legal requirements of the CDM regulations to be met on time.
